Well, it certainly didn't win him the election! LBJ had better slogans and ads. But the Goldwater quote rallied conservatives in 1964. And it still does.
But this is quibbling. The real point is, do slogans persuade people? There's plenty of research to show that they do, so interest groups continue to use them. There's reason to believe that negative slogans can be more effective than positive messages also. (Unfortunately)
