Since it's a narrow lane, if you're riding outside the grates, cars are going to change lanes to pass. It doesn't look like there's that much traffic so they shouldn't have any trouble doing so.

As I said before, I do sometimes use the sidewalk on similar roads in suburban areas. But in the photo, there's almost more intersections/driveway than there is sidewalk - It can be done safely, but not at any reasonable speed.
