All kinds of possibilities exist for front wheels with radial spokes... I did a 24h rim on a 36h hub years ago.

Not long ago I built a rear with a 24h rim on a 32h hub, but using half the NDS holes and all the DS holes on the hub; it was a Campy G3 (triplet) rim with 2 DS spokes for every NDS one. Had a 27h rim I was going to lace to a sweet old 36h 600 hub, but the rim had a flat spot
