Yes, clean it up and live with it for a while. I would look for a bike that has been traumatized paint wise before you receive it to make a full blown restoration effort.
Only you can judge such of an expense, but realize that if you ever do decide to sell it you won't get half of what you spent into it back, but if you really like the bike and want it look brand new so you have something unique to cruise in and the expense of doing so is no big deal...then do it.
