Properly built wheels should never need any re-truing no matter how many miles you put on them. Since most stock wheels are not properly tensioned or stressed from the factory, then it's up to the bike shop that assembles it to take care of this before they deliver the bike. If you buy it online, then you either take it to a competent lbs or do it yourself. If you do itself and you keep having to re-true the wheels, then you don't know what you are doing and need to take it a bike shop mechanic.
For the record I assembled the bike out of the box..put grease on the threads...etc. etc. etc. I just mounted the wheels honestly right out of the box and started riding. Did 20 miles...they came out of true of course...so I trued them after lubing the nips. Instead of stressing the spokes by hand however...I just ride the bike again. It did come out of true, so I true them again. After that 2nd time the wheels have stayed true since putting 100 miles more on it, which includes hitting some nasty bumps and jumping some curbs...things that you would only dream of doing on double butted frames or your ridiculously light wabi which I am jelly of. Just sayin.
