No al difference unless you are trying to run tubeless. Tubeless tape is designed to seal the rim bed and tire cavity against the pressure by resisting extruding itself through the spoke holes under pressure. Rim tape just tries to keep the tube from extruding through the spoke holes under pressure. Same.
