My first advice would be to talk to Ana directly, find out what she is looking for, and whether she is really going to race. A real racing bike will not be cheap and I doubt you can find anything race worthy in that range, even used. A decent pair of race wheels alone can set you back most of the $500 easily.

Getting a decent commuter bike in that range shouldn't be hard at all OTOH.
