The problem was that there was an NFL kind of permissiveness at the time because they just weren't confident that they could control it. So you're right in that the guys who got caught were hung out to dry and were persona non grata. I can see why they were bitter about that and can see the need for reform. That was really the fault of the system at the time more so than blaming any one person for it.
