Not entirely accurate statement. In many states bicycles are considered vehicles and the rider is therefore required to obey traffic laws. Perhaps a bike in your home that's stolen is personal property but a bike on the road, in Delaware and in many/most states, is considered a vehicle. Don't know about Florida law.
