Interstates are open to cycling in much of the United States. Some Interstates have separate facilities, others just allow cyclists on the shoulders, but there shouldn't be anything confusing about cycling on Interstates. (Here in Washington, both I-90 and I-5 are mostly open to cyclists, and very popular cycling routes.)
