also, many (most?) states require anyone over 18 to carry valid, state issued ID...

aaaaaalso, many larger cities (san francisco, oakland, and berkeley i know for sure) have a no pursuit policy... meaning if they're chasing a vehicle and that vehicle, say, goes the wrong way up a one-way street, they have to end the pursuit...
