I'd honestly pay $20 a year IF it was used to improve the trail but I doubt that is what they are intending to do. In all likelihood they see it as a high trafficked area that they can use to subsidize somewhere else - as if paying to live in Newport Beach with trails like Back Bay isn't enough.
