Any suggestions on clothing to purchase for riding in the rain? Especially for the commute? I use a backpack to carry work clothes in, is there a good water proof backpack out there so I don't have to pack my stuff in plastic baggies as if I'm going on a river raft ride at a local amusement park?

no fenders + tire spray = waterlogged shoes. It's the biggest annoyance for me, in the rain. Fenders would be best, but like you I just don't want them.
Suggestions: I alternate between two pair of cheap running shoes and dry them with a heat gun, but I know that's not for everyone. Plastic bags with rubber bands around the ankles work but really just buy some shoe covers if keeping them dry is a priority. I use a large zip-lock freezer bag for clothes inside the backpack which is the best solution I've found. Wallet and phone in fold-top sandwich bags, in my pocket in case I get separated from the bike somehow. Visor cap under the helmet for hard rain. As for everything else, just get wet.
