Ironically, you can bike, hike, run, etc. in state parks for free (you just have to pay for parking). However, if you want to do any of that in the Back Bay you would have to pay!!??

I like the WI model...charge a reasonable yearly amount for state park passes and trail passes, then set up rangers at strategic points on the trail to ticket people without a pass. 9/10 times you'll get someone out of state on a $4K bike not wanting to cough up $5 for a trail pass (and the money went directly to trail maintenance).

This state would be better off overhauling it's pension system and screwed up property tax system...
