if you pre drill the stiffener before putting it inside the bag , you could use a
pointed awl to poke through the fabric of the bag .. to insert the bolts..

If nylon fabric, Hot nail will melt around the hole .. so it won't let fabric weave fray..

might make the assembly easier..
