Help ID this vintage steel. Poss campy components

Hi,

I'm interested in a bike, but the seller isn't too knowledgable. I know the pic's aren't the best, but can anyone at least help me ID the brakes and brake levers on this bike? I'm assuming the frame is a re-paint. It looks like the chain-ring has a guard, so I'm assuming it's lower end and not campy.

I asked what components it has, and this is the response I got:
"The bike is a pretty standard ten speed. The shifters are worth mentioning though. They are located on the diagonal part of the frame below the straight bar. The hardware on the bike is from Campagnolo, a nice brand (so I've heard)."
