No, it's not a particularly good deal, but more importantly a bad choice for what you intend to do with it. Those frames are strictly meant for track racing and the tubing is very thin. They dent very easily and can be destroyed in a crash; definitely not a good choice for rough street riding. You might be able to stuff a 28mm in the rear by sliding the axle all the way back in the dropout, but it's totally a no-go in the front with the fork. If you want an aluminum frame with a carbon fork and clearance for 28mm tires, you can buy a Pake French 75 frameset with 7005 aluminum frame and carbon/aluminum fork and clearance for 28mm tires for $400. It's a bit heavier than the Super Pista, but it is better suited to the rough riding you plan for it.
