The hostel and inn idea sounds like something from out of England in the early 50's and even earlier. The CTC would issue maps and organize tours as well as provide a list of approved businesses. Hunt around on Youtube there are several videos of CTC organized rides done in the UK back in the early 50's. Great stuff, I would love to see at least some of it return. They would take a train with a special car for bikes, to a remote location and ride most of the way back then take the train the rest of the way back to the city.
