27/28/700c will all work. As long as the width of your tube is within the limits listed for the tube you are OK, though if you are at the low end the tube will be a tight fit and if you are at the upper end and the range is large the tube will be a bit thinner when inflated. So 30-40c works, 19-40c is literally a stretch, 35-47c is OK, a little tight.
Slight correction - exploding tubes are either poor installation or a problem with the bead or integrity of the tire. The tube has to escape the tire to explode, so the tube is almost never to blame.
