To help avoid the butt-stripe, I did slip a piece of cardboard between my rack and the top fabric of my double panniers, sticking out another 8 in or so. Worked well! underside of cardboard is muddy, shorts have no skidmark. That gave me the idea, I'm going to salvage the thin flexible cutting board from the kitchen (it's all warped and I hate using it anyways), cut it into strips, and store them in there between rack and fabric.
My tail light is on a piece that drops below the rack. If I do the same as you, the tail light will be obscured by the "fender" as it droops down over and behind the rear wheel. If I put it under the tail light, actually, I can't, it wouldn't work, it would get caught on the tire. I have to just accept the stripe. I too don't have a permanent fender, otherwise, I could attach the light to it.
