My tail light is on a piece that drops below the rack. If I do the same as you, the tail light will be obscured by the "fender" as it droops down over and behind the rear wheel. If I put it under the tail light, actually, I can't, it wouldn't work, it would get caught on the tire. I have to just accept the stripe. I too don't have a permanent fender, otherwise, I could attach the light to it.
