One step closer to the track - Frame in hand - sizing Qs

I've got little money but just stumbled on this and had to pick it up. It gets me off my conversion and I'll start commuting on it with longer training rides on the way home (bike trail) and I hope to hit the Encino Velodrome soon. I know they have rental bikes but I couldn't resist it when it came up locally.

So here's my question:

I'm 5'9" and ride a 54cm frame with 100 stem so I'm hoping this 53cm will do fine with a longer stem and a seatpost adjustment.
I have 170 cranks and basic road bars to use.

When setting up fitment I use KOPS as a basis, then use the Reach rule of thumb: bars line up with the front axle when seated on the hoods. Is this the same type of basic I should be using when the wheelbase is shorter on a track frame? I assume I should size it to an aggressive position when in the drops? or just try to match my road setup?
