Whether it's a bent rim or a simple alignment issue depends on the degree of the untrueness, and how local it is. A long gradual wobble is usually easily aligned, but a local wobble where there's a rapid change in rim deflection usually means the rim itself is bent, and if not too bad can be pulled straight via spokes, but will involve compensating unevenness in tension.
