$50 with those wheels/tires is like a free frame, as you could resell the wheelset.

If you have a donor bike for parts, it might be a worthwhile project. Otherwise I would seek a better quality tubeset on a frame to build upon. A clean Espree with original paint in good condition would probably bring about $200 in your market at best.
