One example are the Ibis Hotels (formerly Formule1) ... they are not fancy and the rooms are small, but they are fairly inexpensive, and all the ones we've been to have provided us with a place to store our bicycles. We've stayed in quite a few in Europe and a couple in Australia.

They aren't cycletouring-specific, they cater to all sorts of travellers, but they seem happy to accommodate cyclists.
