1984 Peugeot PH10LE - how to restore?

Hello,

My dad has a rusty Peugeot PH10LE (HLE tubing, Carbolite fork, 57cm, Weimann sidepulls, Sachs components) in his garage. It seems kind of sad in its current rusty state and I'd love to fix it up so it's properly ridable again.

Basic question is – how best to do this? Which components simply need to be cleaned and which replaced? Do I need new hubs / bottom bracket / headset? Are there any special tools you'd recommend? How much of the labor, if any, would you advise farming out to a LBS rather than deal with yourself? Should any of the components be outright upgraded instead of restored?
