In New Orleans, you can't tell. 99% of everyone, including commuters, wear street clothes for everything. Weekend warriors of all types wear Spandex. This is the only distinction in regard to cycle wear.
I mean how do you know that the spandex guy isn't riding to work? During the week I mean - I think they must be a little more common than in New Orleans. They don't necessarily have to have a bag. A once a twice a week commuter might well have taken his clothes in on the off days.
