You need only replace the rim with another 700c of same spoke # and rim profile. Check to make sure your spoke nipples are all free, by the looks of the wheel, I'd give each a dab of oil and let them sit over night. If all is well, you can just buy the rim and save your hub and spokes. Or hit up your LBS or a used rear wheel off a donor bike.
