Picked up a used Raliegh Retroglide 7 speed for my wife, she wanted a cruiser for the occasional ride. She complained rear brakes did not stop. Have replaced pads with new . Adjusted cables and greased lugs for oem Tektro cantilevers. Scotchbrighted rear rim, stops better but not nearly as well any of our other bikes. Not sure what I have missed. Considering replacing cantilevers with Shimano, not sure if that would fix the issue or not.

Any advise is greatly appreciated.
