Late late 60's to early 70's to my eye. These bikes ride above their station in life. That said be on the look out for a higher tier machine of the same brand and you will not be disappointed. And most of those will be in team red.
Concur with this as I believe they did not start using this type of marking until after Jan Jannsen won the TdF in 1968. The wingnuts would seem to keep it in the early early 70s.
