build up my wife a vintage trek? or buy new?

so i have this tiny trek 460 frame in my garage, its in really bad shape, i picked it up at the coop, it was doomed to the scrap bin, lots of rust, but the frame is straight and intact... anyway, recently my wife has gotten more and more interested in riding, she wants to do longer rides but only has her Raleigh C40 hybrid, basic bike to lug around the kids...

i mentioned to her that i could build her up a nice road bike with the trek frame, she was excited about that, so i threw a few wheels i had laying around on the frame and had her step over the frame, it seemed a little big for her, so my question is ...

do the WSD treks that the new models have really make a difference? geometry wise?

the frame is small enough, my plan is to put some 700c wheels on it, maybe 650bs if the brakes reach, the 27x1 1/4 were a little big for the test, but the reach felt fine for her.

im hoping it works out, my plan is complete custom job with her favorite color powder coated and some custom trek decals, we will see
