Carleton, I know you had discussed the booties in the past and the official at our Regional Maters had heard the question from someone about whether booties were allowed. She did answer as you had stated regarding outdoor tracks, QUOTING the regulation which you printed. Sadly when I
asked her what about indoor tracks, she AGAIN quoted the same regulation which she obviously was incorrect and discussed weather conditions as the same (No Heat, Leaky roof?)
I then questioned myself with the terminology of "weather conditions" and are they really "Justified" for safety conditions on outdoor tracks. It hit me that Chicago and other Northern states where it can be mighty cold during the season
