+1 on Tarwheel KOP comments.
I built a really upright upright from a Schwinn World Sport.
Looks a bit weird but it works great. I chose the largest frame I could reasonably use, 25", so that I could have the seat as low as possible relative to the bars. The stem is the longest I could find. Bars are Northroad and reach back well behind the stem. The seat needed to be back as far as possible for a comfortable KOP position.
With slacker HT and ST angles, something closer to 70, it is easier to get the bars closer and a better KOP position. A shorter top tube would solve one problem but create others. For me, the vertical separation of the seat and bars was the most important.
I am planning another build on this concept and would like to find a frame with a bit longer stays and slacker angles. I am thinking Schwinn Voyager, Traveler or LeTour. Suggestions for others appreciated.
