My thing is if a car was almost at the end of that block and caught the green light then hit the gas, he would've taken out that cyclist when the cyclist took the red ight, orange light, whatever you want to call it. Driver would not have been at fault. That cyclist was blatently irresponsible traveling at a speed where he could not stop in time for a light. He endangered himself and killed someone in the process. If a driver had taken him out, that driver would have to live with the guilt although it's would not be their fault.
