Long enough that top of stem or top spacer sits 3mm or so above the steerer, if longer than that spacers can be added.

Outer diameter of seat tube. Consider top pull/bottom pull, top swing/bottom swing if you need a new front derailer.

3) Bottom bracket: Do I just need to match the width and threading since I'm reusing the same crankset?

From those bikes in that era, I think all you have to worry about is 68 or 73mm BB shell.
Thanks for the info! A couple of questions:

1) Assuming that the BB measurements don't match up, can I still use the same crankset?
2) I'm thinking of getting new combo shifters to replace the old ones. How should I go about making sure that the new combo shifters will work well with my current brakes and derailleurs?
