My best guess is the the frame was sprayed with an early water borne or water based clear coat. I don't know what I would do at this point, it will all eventually go given the weather in Japan. But like a snake molting it will not be pretty, and no telling what will happen at the graphics.
I'm pretty confident that this coating will come off okay and once it does, the underlying paint will be fine. It'll just be a case of finding the right method of removing it. Where I have scratched the coating off the paint is nice and shiny. I think it's just going to be long and laborious...
