If there are existing handlebars she can use before buying a new set, go ahead and give those a try. Everybody is different--I'm a smallish woman, but unlike eofelis, when I went from 40's to 38's, I was much happier. But you don't know until you've tried. Maybe the shorter stem will be all that was needed.
