Folks do as you prefer on your own bikes as everything else, I for one do tend to use paste were needed, does not mean everywhere.
Parts that have slipped in the past I use it one, seat post and bar to stem.
Yes they were clean and torqued to specs, so they get paste now and has never moved when I did not want it to thats the way I like it when I'm out riding.
Carbon bars are made stronger were levers and stem clamp goes so using the correct
torque is not going to crack it, if they were that weak they would not be selling them they want to stay in business!.
