What makes you think (lack of) LBS offered Education courses played a role? That is - do you think any cyclist who doesn't use lights, will light up after being informed of an LBS offered course. And what makes you think that any of these fatalities had anything to do with lack of knowledge; that any behavior would would have been different if only LBS' were offering or pointing to VC education courses? Only smug education salesmen/promoters believe that their education course is the missing catylst to getting cyclists (especially children) to light up at night, or to comply with the letter of the law at all times, or that children will not behave in childish ways; or that VC instruction would make the slightest difference at all.
What gives you the idea that bicycling training, and Effective Cycling™ training in particular, has any effect, long term or short term, on CHANGING student behavior in any way; and even more importantly altering any safety or satisfaction metric relating to "faring best"?
Do you believe that there are motorists unaware that speeding or drunk driving (and the related accidents) is not approved behavior and against the law? Do you think that the related fatalities would stop tomorrow if only the motorists were informed by car dealer's education classes that such driving behavior is "not safe" or against the law?
