Looks like a mid-level bike, right around 1980 plus or minus a couple years.
Realize any used bike you buy is probably going to need a complete overhaul unless it's already been done. Almost every old used bike I buy needs all the bearings regreased and all the cables redone. The parts are very cheap (grease is basically free...) but what you're paying for at the shop is the labor. It takes several hours or more to go through and old bike and make it right. If you have the time/tools/interest to do the work yourself you can do ok on this bike. If you're paying a shop to do it you can be upside down even if you got the bike for free.
