TT's recommendation seems solid. If you were an ebay fiend you might be able to get a trispoke and a 80mm carbon wheel in your price range, but it would be chinacarbon and probably worse than the campy wheels.
TT is joking. Those Campy Pistas are tubular, overpriced track training (practice) wheels...that cost around $700.
Stubear, a track wheelset is "good enough" at around $200 (new). Spending more than that wont get you much more functionality...if anything at all.
Being that you seem new to bikes and equipment, you'll soon find out that there is A LOT of hype in the sales and marketing of it. It's because bikes are essentially a mature product (like shaving razors and pizza) so it's up to the hype machines to convince you to spend more.
