Looks to me like the fork has been straightened after the yellow paint job.

Would I ride it? I would not have bought it, that thin walled tubing does not dig being bent one way and then back again.
It's not a collector's item (anymore), I'd put the fork aside and mount a replacement, bolt on a FR brake and proceed if the HT/DT don't show damage.
