provided you don't clamp a stem onto the threaded portion of the steerer this would work
If you've got a frame with a short headtube, you might be able to find a threaded fork designed for a 63cm frame and you might be left with enough steerer after cutting off the theards. Or not.
or just don't fear the quill stem.
maybe a nice open faced quill would change your mind?
