The kickstand housing tube serves three functions; it's the kickstand attachment, secures the front of the rear fender, and adds lateral stiffness to the rear triangle by acting as a chainstay bridge. It weighs next to nothing. I toyed with the idea of using a Dremel tool to cut it off, but am glad I didn't.
I will leave it since in your pic it isn't that noticeable.
Side note - what crank and chain ring setup is that? And what bike is that on?
