Possibly not even something they were thinking about. When I built my new wheel I took the wheel off my bike, took the skewer out, put it in the new wheel, then put the new wheel on the bike. If the wheels came with skewers in them already they would have had to remove them but if the skewers were in the box it could easily have been an unthinking procedure of taking your wheels off, feeding the skewers into the new wheels and putting the new wheels on.
Meh, it's barely even worth discussing this trivial wrong-that-never-really-was. I'm going to unsubscribe from the thread, it's already taken up more time than it's worth.
