Overhaul BB but not the headset. Headset bearings are way less important. New brake shoes, cables, chain, and adjust FD/RD.
I can't control price but I would like to think this approach will cost $100-150.
You may want new tires too but that's a DIY.
What are the odds that the chain rings will be worn out and need to be replaces?
BTW prices are Nor Cal so we tend to be on the high side more often than not
