As far as I know, only the (somewhat) expensive Garmins let you change the minimum speed.

With the Garmins, it will record your speed (and other data) throughout your ride and you can look at pretty pictures of your ride.

The Garmin units that use a wheel/cadence sensor (500 and up) are likely going to be more accurate for speed.

I have no idea how long your commute is but you'll probably see more improvement if you do focused riding that isn't commuting.
