First, rhetorical questions are not readily determined on online forums. It is better to assume that someone means what they actually wrote unless some other emoticon or such is used to indicate otherwise. And for your rhetorical question I suggest researching the difference between seeing and perceiving while researching bike lanes and their problems.

Since you clearly don't understand the term I will explain it to you. Trolling means to make a post that is intended to start a flame war or debate among other posters. The key symptom of a troll is that they make a post and leave, maybe occasionally throw in more flame starters. If someone is writing multi-paragraph posts that attempt to make a cogent argument (even if not understandable) they are not trolling. Simply making posts that include statements you find flame inducing simply means they don't agree with your pov... One of the prime purposes of debate is to learn to understand (not necessarily agree with) others pov...
