Hmmm. My old iPhone gets GPS fine with no sim card or service contract whatsoever after getting a new phone. It does everything except work as a cell phone or get data over the cell network. Web, email, app store etc all work over wifi when in range and connected. Off wifi, GPS still works fine but you won't see maps with most apps which usually need to download them in quasi real time. You need an app with resident maps.
