Brake alignment question

Hi all,

I recently had my Domane in for the first checkup, and since then the rear brake will move such that the left shoe drags on the rim. I have moved it back to center, but the problem resurfaces. I finished the last ride by loosening the cable and creating more distance between rim and pad, but this is obviously not optimal. Is this a tension problem? I don't have a torque wrench, and am hesitant to simply tighten down the bolt (the one on the side opposite the brake) for fear of damaging the frame. Am I on the right track, or is there a part of the process I am missing.

Yes, I can take it back to the shop, but am somewhat hesitant, given the brake worked fine before the "adjustment".
