Any opinion.rationale on why that would make cycling safer? Have you some evidence of any correlation between motorist speed violations and bicyclists' injury/fatality rates? Chasing after speeders might increase the fines collected but will do little if anything to reduce cycling risk.

My opinion is that reckless, careless or under the influence driving are the motorist violations that could be directly correlated with cyclists' safety.
